Organization and structure of the programme<\/h1>\n

The implementation of the programme is being controlled by the Monitoring Committee<\/strong>, in which all the INTERREG-partners are represented. The members of the Monitoring Committee<\/a> meet two or three times a year. The Monitoring Committee is the highest body of the programme and takes fundamental decisions about the programme and its implementation. Decisions about projects are taken within the\u00a0four regional steering groups in which the INTERREG-partners of the respective regions are represented. Furthermore, projects within priority 1<\/a> are also discussed in the so called \u201cInnovatie-Overleg<\/strong>\u201d.\u00a0 Within this programme-wide committee, representatives of programme partners and experts review ideas for innovation projects and assess their content.<\/p>\n

The management authority<\/strong> of the INTERREG-programme Germany-Netherlands is the Ministry of Economic Affairs of North Rhein \u2013 Westphalia, which is officially acountable for the Programme to the European Commission.<\/p>\n

The certification authority<\/strong> handels the payments of all funding to the project leader and checks the expenditures. The contracting authority<\/strong> (Bezirksregierung M\u00fcnster), draws up the official subsidy contract of approved projects. The Ministry of Finance of North Rhein \u2013 Westphalia acts as the independent audit authority<\/strong>, which is responsible for the second level control.<\/p>\n

The four regional programme managements<\/strong> at the Ems Dollart Region, the EUREGIO, de Euregio Rhein-Waal and the Euregio rhein-maas-noord accompany the projects, starting with a first informal contact, through the application process and project implementation until project closure. The regional programme management is the first contact point for prospective applicants, it processes project applications and helps with the search for cross-border partners. The Joint INTERREG secretariat<\/strong> accompanies the administrative and technical implementation of the INTERREG-programme. Besides that, it supports the management authority with the management of the programme and it functions as the secretariat of the Monitoring Committee. Furthermore, the secretariat – together with the regional programme managements –\u00a0 is responsible for communication and the publicity of the programme and it draws up the annual reports.<\/p>\n","protected":false},"excerpt":{"rendered":"
