Er ist das h\u00f6chste Entscheidungsgremium im Programm. Die <a href=\"https:\/\/interregv.deutschland-nederland.eu\/ihr-interreg\/organisation\/begleitausschuss\/\">Mitglieder<\/a> kommen zwei bis drei Mal im Jahr zusammen, um grunds\u00e4tzliche Beschl\u00fcsse zum F\u00f6rderprogramm und dessen Umsetzung zu treffen. Der Begleitausschuss entscheidet jedoch nicht \u00fcber konkrete Projektantr\u00e4ge. Das erfolgt in den vier regionalen <strong>Lenkungsaussch\u00fcssen<\/strong>, die sich ebenfalls aus den INTERREG-Partnern (je nach regionaler Struktur) zusammensetzen. Projekte der <a href=\"https:\/\/interregv.deutschland-nederland.eu\/ihr-interreg\/prioritaet-1\/\">Priorit\u00e4t 1<\/a> werden au\u00dferdem im <strong>Innovatie-Overleg<\/strong> beraten. In diesem Gremium erfolgt die programmweite Besprechung und inhaltliche Er\u00f6rterung von Projektideen mit Programmpartnern und Fachleuten.<\/p>\n<p>Als <strong>Verwaltungsbeh\u00f6rde<\/strong> f\u00fcr das INTERREG-Programms Deutschland-Nederland ist das Ministerium f\u00fcr Wirtschaft, Innovation, Digitalisierung und Energie des Landes Nordrhein-Westfalen gegen\u00fcber der Europ\u00e4ischen Kommission verantwortlich.<\/p>\n<p>Die <strong>Bescheinigungsbeh\u00f6rde<\/strong> wickelt die Zahlungen aller Kofinanzierungsmittel an die Projekttr\u00e4ger ab. Au\u00dferdem \u00fcberpr\u00fcft sie die ordnungsgem\u00e4\u00dfe Verwendung der Gelder. Die <strong>Bewilligende Stelle<\/strong> (Bezirksregierung M\u00fcnster) stellt die Bewilligungen f\u00fcr Projekte aus. Als unabh\u00e4ngige <strong>Pr\u00fcfbeh\u00f6rde<\/strong> des Programms fungiert das Finanzministerium des Landes Nordrhein-Westfalen.<\/p>\n<p>Die vier <strong>regionalen Programmmanagements<\/strong> bei der Ems Dollart Region, der EUREGIO, der Euregio Rhein-Waal und der euregio rhein-maas-nord begleiten die konkrete Projektarbeit. Sie fungieren als erste Ansprechpartner f\u00fcr die Projektpartner, bearbeiten Projektantr\u00e4ge und \u2013berichte und unterst\u00fctzen bei der Suche nach Partnern f\u00fcr grenz\u00fcberschreitende Projekte. Es unterst\u00fctzt die Verwaltungsbeh\u00f6rde bei der Verwaltung des Programms und f\u00fchrt das Sekretariat des Begleitausschusses.
