    The contracting authority provides the contracts for the project lead partners in the INTERREG V-programme Germany-Netherlands, based on the decision of the steering committee. The lead partner receives from the contracting authority a contract which contains the financing from different sources. This simplifies the financial management of the project. By creating a legal relation, a possibility for formal complaints by projects is provided.
