The Certifying Authority fulfils the tasks defined in article 126 of EU Regulation 1303/2013. These tasks include management of funds (EU, national/regional) for the INTERREG programme as well as payout to the project leaders. The Certifying Authority controls if the inspections in the scope of the “First Level Control” are properly carried out and if all necessary documentation (according to article 59, point 5a, and article 131 et seq. of EU regulation 1303/2013) is available for the elaboration of the expenditure declarations and payment applications towards the European Commission. Upon completion of a project, the Certifying Authority verifies based on the proof of use that the project was executed in line with the funding rules, pays out the remaining funding amounts and documents the results towards the Contracting Authority. The Certifying Authority is based in Gronau (NRW) at the EUREGIO.
